This setting will only work on your mobile device if you LOGIN using your mobile device.
When you login you will be prompted to allow or deny Web Push Notifications.
Click Allow Then Allow again if prompted.

You Must make sure that your Web browser on your mobile device can accept notifications from your Browser.
Goto your notifications within your mobile SETTINGS and allow your Browser.

You will now get notifications if someone reply's under your posts or you have a private message.
